I posted the first part of the report developed by National Cooperative Procurement Partners about a month ago.

What did I learn in this new report. Well Katherine Caughran did a post last week about not issuing an RFP 7 weeks before Christmas. You will have to read her post if you want to know why. I did make a comment and now I have the facts to back up what I wrote.

Check out Figure 2 which shows how many hours are spent on the initial stages and publication versus the open solicitation process. 80 hours versus 40 hours. It would seem to me that more time should be given to the suppliers especially when the RFP is issued during their busiest period.

Failure to provide enough time often results in poor or no submissions.
