There is a lot of talk about changes coming soon regarding Ontario government purchasing. This isn’t the first time I have heard of the concept that is being proposed. Centralize and start to see savings. Decentralize and allow supply chain departments to work better with their internal customers. When neither of them works, then someone suggests a hybrid model.

This chart outlines the work done by Fraser Johnson and Mike Leenders from Western University. As you can see, there are a lot fluctuations, and for the most part, a Hybrid model is the structure of choice.

I haven’t seen any recent research, and I hope one of my readers can share what has happened over the last 20 years.
