So much information is needed to make a great decision. I believe it is time for a change in the RFP process. What bothers me are the points given to some organizations for their past performance.

I know that filters 1 and filter 2, and filter 3 are all being done. My question is, “Are the key personnel associated with past performance still with the organization?”
