Often times I see requests for bids for items or services where only one supplier can actually provide the goods and/or services. The budget for this purchase is often over the agency’s spending thresholds, which is why they need to go out for bids.

It isn’t that supply chain professionals don’t know and understand the rules or the situation. They go out for bids because it seems easier to go through the bid process and award versus creating a justification document for either a sole or single source. The bid process takes time and adds costs.

Creating your first justification document is both challenging and nerve-racking. Once done, the next one is so much easier. Too bad there isn’t a course or shared examples for you to use.
