This is the last part of the #pdca cycle. Perhaps this document will help get you started. It should help you determine what can be measured and why.

What I have found throughout my various engagements is that a lot of companies have so many challenges they don’t know where to start. It is hard for them to determine the significant few because they work with so many suppliers and internal departments.

I always say if in doubt start somewhere. Scorecard development is rarely one-and-done. It is all about the iterations. Going through the #pdca cycle over and over until it is as normal as breathing.
